Mr Frode Berntsen, Lawyer and Partner of Simonsen Vogt Wiig law firm, has more than 20 years’ experience. His speciality is petroleum law. He has worked extensively both in Norway and internationally. In relation to petroleum activities, he also covers HSE and environmental law.
Through his work internationally he has extensive experience with capacity building and assistance to foreign governments and international organisations.
The main part of his work relates to advise foreign governments on developing policy and legal frameworks for management of petroleum resources and governance of extractive industries, including issues pertaining to HSE and the external environment, as well as international law matters such as trans-boundary unitisation.
He has worked closely with governments such as East- Timor, Montenegro, Lebanon, Somaliland and Sudan. In addition, he has held assignments in relation to various countries such as Bolivia, Bosnia-Herzegovina, Côte d’Ivoire, Cuba, Gabon and Madagascar. He has worked with the Ugandan government since 2007 and has been involved in most parts of the development of the country’s petroleum legal framework.
